It started late Monday and has now spread to the city’s neighborhoods, and the flood waters have inundated homes in some areas, according to the Houston Fire Department.
In the Houston area, more than 70 people have been rescued, including five children, officials said.
Officials also say two homes were destroyed.
“I think it’s going to be pretty catastrophic, to say the least,” Houston resident Sarah McKeon said.
“The damage is pretty massive, and there’s going be a lot of people in the streets.
It’s not going to end well for a lot.”
There are no immediate reports of injuries, but many residents are dealing with a lingering sense of helplessness.
“We’re feeling helpless, because we have no idea how much damage there is,” said Houston resident Kristin Boudreaux.
“We don’t know how much water is out there.”ABC News’ Jennifer Ludden contributed to this report.
